NYC SST Card & OSHA Training FAQ

Local Law 196 Requirements | NYC DOB Construction Compliance
Find answers to the most common questions about SST Cards, Safety Training, OSHA 30, Local Law 196, NYC DOB training requirements, Training Connect processing, and construction site compliance in New York City.

    1. Do I need OSHA 30 or an SST Card to work in NYC?

Under NYC Local Law 196, most construction workers on a Site Safety Plan (SSP) job site must have a valid SST Worker Card (40 Hours of Site Safety Training).

⚠ OSHA 30 alone is NOT enough to legally work on most NYC construction projects.

To comply with NYC DOB requirements:

    • Workers need an SST Worker Card (40 Hours)

    • Supervisors need an SST Supervisor Card (62 Hours)

DOB inspectors verify SST compliance during job site inspections.

    2. Who needs an SST Worker Card in NYC?

An SST Worker Card is required for:

    • Laborers

    • Installers

    • Scaffold workers

    • Electricians

    • Plumbers

    • Ironworkers

    • Concrete workers

    • All trades working on NYC Site Safety Plan projects

If your job site requires a Site Safety Plan, you must have an SST Worker Card.

    3. Who needs an SST Supervisor Card?

Under Local Law 196, supervisors overseeing workers on DOB-regulated construction sites must have a valid SST Supervisor Card (62 total hours).

    This includes:

    • Forepersons

    • Site safety coordinators

    • Superintendents

    • Project supervisors

    • Anyone directing workers on site

    4. What is Local Law 196?

Local Law 196 of 2017 is a New York City law requiring mandatory Site Safety Training (SST) for construction workers and supervisors.

    The law was created to:

    • Improve construction site safety

    • Reduce workplace injuries and fatalities

    • Increase accountability on NYC job sites

It is enforced by the NYC Department of Buildings (DOB).

    5. What is the difference between OSHA 10, OSHA 30, and SST?

    OSHA 10 – 10-hour federal entry-level construction safety course
OSHA 30 – 30-hour advanced federal safety course (often for supervisors)
SST (Site Safety Training) – NYC-specific training required under Local Law 196

    OSHA is federal training.
    SST is NYC DOB-required training.

To legally work in NYC construction, you must have an SST Card — not just OSHA certification.

    6. How many hours are required for an SST Worker Card?

To receive an NYC SST Worker Card, you must complete:

    • 40 total hours of approved Site Safety Training

    • Courses completed through a DOB-approved provider

Supervisors must complete 62 total hours.

    7. How long does it take to receive my certificate?

    For most courses:

    • Certificates are issued within 24 hours

    Students receive:

    • A temporary digital certificate by email

    • Printed documentation if required

    8. How long does it take to receive my SST Card?

    After completing all required training:

    1. Your information is submitted to Training Connect

    2. Your SST Card is processed

    3. You are notified when ready

Typical processing time depending on NYC DOB system volume.

    9. What is the Worker Wallet?

The Worker Wallet (Training Connect system) is the digital verification platform used by NYC construction sites.

Workers use the Training Connect app to:

    • Display completed OSHA and SST training

    • Verify compliance during inspections

    • Allow DOB officials to confirm credentials

Worker Wallet verification is commonly used during NYC job site inspections.

    10. What happens if I don’t have the required SST training?

If you do not have a valid SST Worker or Supervisor Card:

    • You may be removed from the job site

    • Employers may receive DOB violations

    • The project may face fines or stop-work orders

NYC DOB actively enforces Local Law 196 compliance.
